Call for projects: The climate resilience of critical systems
Ouranos is launching a call for projects with the aim of reducing the vulnerability of essential systems to the effects of climate change and strengthening their resilience.
This call for projects is in collaboration with the member organizations of the Unité mixte de recherche (UMR) project on civil, public and defense security in the context of climate change, and is funded by the Quebec government. It meets the objectives of the 2030 Plan for a Green Economy.
Key points
This call for proposals will fund at least two research projects with a total of CAD 600,000 for all projects.
To encourage multidisciplinarity, project teams must include at least two researchers from different fields of expertise, and at least one from a university or college research institution.
Projects must include at least one partner that is a stakeholder impacted by the issues studied (supplier of an essential service*, users and/or communities). Financial contributions to the project from partners are possible but not compulsory.
*For example, but not limited to: energy producers and distributors (electricity, gas, fuel), telephone, internet and emergency service companies, transportation companies and transit commissions, etc.

Objectives
The objectives are to:

Develop and/or deepen knowledge of the causes of critical system failures that are specific to climate change. These failures could be related to the ability to offer the service, an increase in users’ needs for the service, or the interaction of the two.

Develop and/or deepen the knowledge and methods needed to identify the interdependencies of essential systems and the consequences of service failures on other essential systems (cascade effects) in the context of climate change, in order to facilitate decision-making. The interdependencies between sub-systems in the same sector and the associated cascade effects are also of interest for this objective.

Deepen knowledge of governance issues specific to the climate resilience of Quebec’s critical systems that may be associated with their interdependence, particularly in terms of the legislative framework, interoperability, the distribution of powers and collaborative governance mechanisms.

Propose and evaluate adaptation solutions and/or measures to increase resilience to the identified challenges.

No submissions will be accepted by mail. Incomplete or late submissions will not be considered.
