Ouranos was founded in 2001 thanks to the will and determination of Environment and Climate Change Canada, Hydro-Québec and the Government of Quebec1 now regular members of the consortium.

In 2004, four prestigious universities became members of the consortium: Institut National de la Recherche Scientifique (INRS), Université du Québec à Montréal (UQÀM), McGill University and Université Laval.

Over time, Ouranos has also relied on the support of its affiliate members, namely École de Technologie Supérieure (ÉTS), Manitoba-Hydro, Rio Tinto, Université du Québec à Rimouski (UQÀR), Ville de Montréal, the Computer Research Institute of Montréal (CRIM), Université de Sherbrooke, as well as Ontario Power Generation (OPG).

Liaison officers and employees of the member organizations help maintain strong ties between the various teams of the aforementioned organizations and Ouranos.

Lastly, it is important to note that Ouranos has established major partnerships with a number of other organizations such as Natural Resources Canada, the Quebec Ministry of Tourism and the Quebec Ministry of International Relations and the Francophonie.
