Context
The Lake Champlain basin is vulnerable to spring flooding, which can lead to major floods such as those that occurred in the spring of 2011, causing serious damage to riverside residents. The International Lake Champlain and Richelieu River Study Group and Ouranos have collaborated to produce four white papers offering recommendations on flood risk management in the basin.
The white papers are divided into four fundamental aspects on which experts have based their recommendations:

Flood risk mapping must be improved.

Flood risk must be better known and understood.

Land-use management in flood plains must adapt and evolve.

The evolution of the flood insurance industry in Canada and the United States must be acknowledged.
