Résumé
This presentation proposes the study of an eco-tax tool applied to the ecological footprint of land use. This innovative tool enables better protection of natural spaces, with the aim of improving resilience to climate change and preserving habitats for wildlife and plant species at risk. Estimates based on data collected in the City of Laval show the technical feasibility of the tool and its relevance in urban environments. However, the results are less conclusive in agricultural areas. Political obstacles need to be taken into account before the tool can be implemented in Quebec.
Speaker
Jean-Philippe Meloche is a professor at Université de Montréal's École d’urbanisme et d’architecture de paysage de l’Université de Montréa. He is also principal investigator of the Territoires theme at CIRANO. He is interested in urban economics and local public finance. He has published several research reports and scientific articles on public policy in municipal finance, urban transportation and real estate development. He has also worked with several Quebec municipalities, interest groups and government departments on these issues.
