Réglement'action: Reflection on the regulation of industrial zones in the face of climate change and the case of the Pointe-de-l’Île industrial district

Adapting to climate change is an increasingly important concern in land use and urban planning. This raises issues that pose challenges to various parties involved in planning for the revitalization of major industrial zones. This project aims to enrich our knowledge of the regulatory possibilities that can offer solutions in this context.

Context

The need to adapt our living environments to climate change is well established. In Quebec, the recent amendments to the Act respecting land use planning and development and the content of the Québec government’s land use planning guideline for the future recognize this adaptation as one of the goals of land use planning. This need affects all types of environments, including employment zones.

However, this adaptation will be challenging. For example, a recent workshop conducted by CRE-Montréal on the barriers and supports for the establishment of vegetated infrastructure in Montréal’s industrial areas noted the negative impact of heterogeneous, non-existent, vague and maladapted urban regulations that are not in keeping with environmental needs. Based on a real-life case study, this research offers elements of a response to these issues.

 

Objective(s)

  • To offer ideas to public decision-makers on the climate change adaptation of any employment zone (stormwater management, heat islands, biodiversity protection, potential creation of ecological corridors)

  • To develop shared knowledge and promote the adoption of regulatory solutions for adapting industrial zones to climate change 

  • To experiment with and promote a workshop-based method that can be used in different settings by different stakeholders and different local municipalities in order to develop viable and efficient regulatory solutions for their area

Methodology

  • Review and summarize recent documents produced in Quebec on issues related to climate change adaptation in employment zones (industrial zones)

  • Document employment zones to identify the main challenges in terms of climate change

  • Analyze the by-laws and regulations in force in these areas

  • Conduct a document search to find examples of by-laws and regulations that could be considered exemplary and applicable to the Quebec legislative and administrative context

  • Develop an analysis grid so that important aspects can be easily understood in the form of a data sheet 

  • Assemble these data sheets into an easily searchable directory

  • Conduct three workshops to discuss learnings, points of consensus and differences of opinion, involving different public and private stakeholders 

  • Document this workshop-based method

  • Conduct a webinar for the purpose of knowledge transfer

Expected results

  • A reference document presenting the main results of the project, including information on best practices

  • A webinar (urban planning professionals working at the municipal, regional or metropolitan level; industrial developers; Ouranos)

  • An article in the Ordre des urbanistes du Québec magazine Urbanité

  • A community of practice and resource sharing (discussion, joint reflection, sharing of best practices, etc.) 

  • Project report

  • Training of highly qualified personnel
